 David A. Dugas
Founder & Chief Executive Officer

With more than 35 years of petroleum engineering and senior management experience, Dugas has been active in every aspect of the industry, including exploration, drilling, reservoir analysis, completion design, operations management, property procurement and acquisition valuations.

A former Co-Owner & Founding Member of the predecessor to Ocean Energy, Inc. (a NYSE-listed entity with a multi-billion market capitalization), Dugas held management positions with Chevron Corp. and Texas Pacific Oil & Gas Co. prior to becoming CEO of Pantera Petroleum, Inc.

Dugas is also a Co-Founder of Ultra Pure Icex Co., and has been an owner and operator of several service companies which have supplied products, equipment and consulting services to oil and gas companies in North and South America, West Africa and the Far East. He founded ESP in 2006, and has served as CEO since that time.

A licensed Petroleum Engineer, he graduated from the University of Louisiana with honors, and is a member of the Society of Petroleum EngineersTau Beta Pi National Engineering Society, and a lifetime member of Phi Beta Kappa.

Chief Operating Officer

Having served as an officer, board member and / or consultant to a dozen NYSE and NASDAQ-listed, public companies, Resweber brings more than 30 years of senior management experience to the executive team of ESP, with a concentration in the oil and gas industry, and an emphasis in corporate turnarounds, cost containment and structure analysis, mergers and acquisitions, administration, capital markets, investor relations, and sales and marketing.

He began his career in the energy sector, having served as Vice President of Arkla Exploration (NYSE: ARK), Vice President of NorAm Energy (NYSE: NAE, now NRG/Reliant Energy), and Vice President of Entex Gas (NYSE: ETX, now CenterPoint Energy), each of which were involved in every aspect of the industry (exploration, drilling, production, transmission and distribution). At Celeron Oil & Gas (NYSE: CEL, now Plains-All American Pipeline), he represented the company in its merger with Goodyear, and its successful effort to build the nation’s longest oil pipeline, a $3 billion conduit twice as long as the famous Trans-Alaskan Pipeline.

In addition, Resweber is the Owner of LJR Security Services; and has served as Chairman, President & Chief Executive Officer of Pelican Finance / Pelican Security Network, the nation’s 36th largest electronic security provider in an industry of more than 14,000 participants. He was previously Chairman of the Board of Westmark Group Holdings, Inc. (NASDAQ: WGHI), a nationwide provider of financial services; and President & CEO of Network Acquisition Corp. (NASDQ: NTWK), where he engineered a series of 17 successful mergers and acquisitions. As Senior Vice President of United Companies (NYSE:UC), Resweber helped push its stock from $16 to $132 per share – making it the fastest growing stock in any industry, on any exchange, at that time.
